• In order to further help enterprises cope with the risks and difficulties caused by COVID 19, and reduce the payment burden of enterprises and low-income insured personnel in 2020, the three departments (Ministry of Human Resources and Social Security of the PRC, Ministry of Finance of the PRC and State Taxation Administration) jointly issued the Notice on Extending the Implementation Period of the Policy of Periodic Reduction or Exemption for Enterprise Social Insurance Premium.
• Special Controlled Hazardous Chemicals Catalog (First Edition) screens and evaluates chemicals with high inherent hazards, high safety risks in accidents, serious consequences of accidents, and large circulation, especially those that have caused to excessively serious accidents.

1、 < Notice on Extending the Implementation Period of the Policy of Periodic Reduction or Exemption for Enterprise Social Insurance Premium > (2020-06-22)

With the approval of the State Council, three departments (Ministry of Human Resources and Social Security of the PRC, Ministry of Finance of the PRC and State Taxation Administration) jointly published the Notice on Extending the Implementation Period of the Policy of Periodic Reduction or Exemption for Enterprise Social Insurance Premium, this Notice on extending the implementation period of the policy of periodic reduction or exemption of three types of social insurance premium for enterprises (enterprise basic endowment insurance, unemployment insurance and work-related injury insurance) is as follows:

1. All provinces, autonomous regions, municipalities directly under the central government and Xinjiang production and construction corps (hereinafter referred to as the provinces) shall extend the implementation of the exemption policy to enterprises contributions of three types of social insurance for small, medium and micro enterprises, until the end of December 2020. All provinces (except Hubei Province) shall extend the implementation of the halving policy to the enterprise contributions of three types of social insurance for large enterprises and other insured units (excluding institutions, the same below) until the end of June 2020. Hubei province shall continue to implement the exemption policy of enterprise contributions of three types of social insurance for large enterprises and other insured units until the end of June 2020.
2. Enterprises affected by COVID-19 and experiencing serious difficulties in their production and operation can continue to postpone the payment of social insurance premiums until the end of December 2020, and the overdue fine will be exempted during this period.
3. The lower limit of individual payment base of social insurance in 2020 can continue to implement the same base of 2019 lower limit, and the upper limit of individual payment base shall be adjusted normally according to the regulations in each province.
4. Individual industrial and commercial households with employees who participate in the three types of social insurance in the form of units shall continue to enjoy the reduction or exemption policy of enterprise payment and deferred payment with reference to the enterprise measures.

1、< Special Controlled Hazardous Chemicals Catalog (First Edition) > (2020-05-30)
30^th May 2020, the Special Controlled Hazardous Chemicals Catalog (First Edition) (hereinafter referred to as the Catalogue), which jointly established by the Ministry of Emergency Management of the PRC, Ministry of Industry and Information Technology of the PRC, Ministry of Public Security of the PRC and Ministry of Transport of the PRC was published and the implementation of special control measures will be implemented from the date of announcement. In the first batch of Catalogue, a total of twenty (20) special controlled hazardous chemicals are identified, including four (4) explosive chemicals, six (6) toxic chemicals, five (5) flammable gases and five (5) flammable liquids.

1. The Catalogue is further focused on risks and extracted from the Hazardous Chemicals Inventory. The risk of hazardous chemicals in each link is considered, it needs to arouse wide attention of the whole society.
2. In order to support the implementation of Catalogue, five (5) main controlled measures are promoted, involving all stages of the whole process management of special control of hazardous chemicals.

1、< Law of PRC on Prevention and Control of Environmental Pollution Caused by Solid Waste > (2020-04-29)
The amended Law of PRC on Prevention and Control of Environmental Pollution caused by Solid Waste (hereinafter referred to as the Solid Waste Law) has been adopted and gazetted at the Seventeenth Meeting of the Standing Committee of the Thirteen National People’s Congress on 29^th April 2020, and will come into force on 1^st September 2020. The main amended contents are as follows:

1. Self-Environmental Protection Check and Acceptance for prevention and control facility of pollution by solid waste should be conducted by construction unit.
2. Trans-provincial solid waste transfer for utilization shall be registered to the province level ecology and environment department in the region where the solid waste is to be moved out.
3. Requirement of industrial solid waste (including hazardous waste) management account.
4. Industrial solid waste (including hazardous waste) is integrated into pollutant discharge permission system.
5. If transportation, utilization and disposal solid waste is commissioned to a third party, unit that generates industrial solid waste shall verify the qualification and technical capacity of the commissioned party, sign written contract with commissioned party according to law, and specify the requirement of prevention and control of pollution in the contract.
6. Formally clarify that the electronic transfer form of hazardous waste is equivalent to the paper transfer form.
7. The units which collect, store, transport, utilize and dispose hazardous waste shall participate in the environmental liability insurance according to relevant state provisions.
