On 20 June 2022, the European Chemical Agency (ECHA) has launched a public consultation on restricting the substance terphenyl, hydrogenated (CAS No. 61788-32-7) in Annex XVII of the REACH Regulation (EC) No 1907/2006. The proposed restriction would prevent the placing on the market of the substance terphenyl, hydrogenated, and of substances, mixtures and articles containing terphenyl, hydrogenated in concentrations equal to or greater than 0.1% by weight.
The terphenyl, hydrogenated substance was found to be mainly used as Heat Transfer Fluid (HTF) and plasticizer in polymer applications, adhesives and sealants, coatings, fillers, putties and plasters. The substance was classified to be very persistent and very bioaccumulative (vPvB) and included in the candidate list for authorisation (SVHC list).

The consultation on this proposed restriction starts on 20 June 2022 and ends on 20 December 2022. The final opinions of both Risk Assessment Committee (RAC) and Socio-Economic Assessment Committee (SEAC) are scheduled to be available by July 2023. ECHA will send the joint opinion of the Committees to the European Commission, which will take the decision whether to include the proposed restriction in Annex XVII of the REACH Regulation.
