1. < General rules for the hazardous chemicals warehouse storage > (2023-07-1)
The General rules for the hazardous chemicals warehouse storage (hereinafter referred to as the new General Rules) was jointly issued by the State Administration for Market Regulation and the Standardization Administration on 29th December 2022 and has been implemented since 1st July 2023. The original "Rules for Storage of Chemical Dangers " shall be abolished simultaneously. The relevant revisions to the new General Rules are as follows:
- The standard number of the new General Rules remains unchanged, and the standard name has been changed from "Rules for Storage of Chemical Dangers " to "General Rules for the Storage of Hazardous Chemical Warehouses".
- The new General Rules has changed the scope of application of the standard: applicable to the storage and management of hazardous chemical warehouses in hazardous chemical storage and operation enterprises.
- The new General Rules has changed the requirements for stack spacing, inbound and outbound operations, inside warehouse management, personal protection, personnel training, and Appendix A "Hazardous Chemical Storage and Allocation Table".
- The new General Rules has added requirements for the hazardous chemical storage information management system, data document storage time requirements, and safety protection distance requirements; Added storage requirements for highly toxic chemicals, monitoring chemicals, precursor chemicals, and explosive hazardous chemicals; Added requirements for loading and unloading, stacking, and safety management.
- The new General Rules has deleted the relevant requirements of "open-air stacking", the requirements of "average storage per unit area" and "maximum storage in a single storage area", and the requirements of waste disposal.
Environment
1. < Measures on Administrative Penalties for the Ecological Environment > (2023-07-01)
The Measures on Administrative Penalties for the Ecological Environment (hereinafter referred to as the Measures) has been gazetted by the Ministry of Ecology and Environment on 8th May 2023 and has been come into force since 1st July 2023. And the former Measures of Administrative Penalties for Environment gazetted by the Ministry of Environment Protection was abolished simultaneously, compared to the former Measures, the main revised contents are as follows:
- The types of penalties are added and improved. New penalty types are added such as, 1) circulating criticism; 2) Confiscation of illegal gains, confiscation of illegal property; 3) prohibiting the application for administrative permits for a certain period of time; and 4) demolition within the time limit of the order.
- Relevant regulations on investigation and evidence collection are revised and improved. The application requirements of automatic monitoring data are refined and highlight the important role of marking rules. The circumstances of suspension of investigation and termination of investigation are added to differentiate them from the circumstances of investigation closed.
- Relevant provisions on the discretion of administrative penalties are improved. The circumstances of not being punished are improved, and the circumstances of being given a lighter or mitigated penalties are increased.
- The procedures of administrative penalties are standardized and refined. The requirements of organizing hearing conditions and hearing procedures are added; the scope, content, and opinions of legal review of major law enforcement decisions are clarified; and the scope of collective discussion on major cases is refined.
- The content of administrative penalties information disclosure is added. In Chapter 3, "General procedures", a separate section on "information disclosure" is added to specify the subject of disclosure, the content of disclosure, the circumstances of non-disclosure, privacy protection, the time limit of disclosure, and the withdrawal of disclosure.
- The relevant time limits and penalty amounts are revised. Adjustments are made to the time limit for filing cases, the time limit for making penalty decisions, the amounts of penalties applicable to the summary procedures, and the time limit and amounts of large penalty.

The Ministry of Human Resources and Social Security, the National Health Commission and other four departments jointly issued the Eliminate Child Labor and Strengthen the Special Labor Protection System for Young Workers in the Workplace (Reference Text) (hereinafter referred to as the Reference Text) on 2nd June 2023, the main contents are as follows.
There are 20 articles in the Reference Text, includes General Rule, Recruitment Management, Publicity and Training, Labor Protection, Monitoring and Management, and Annex, total 6 chapters, which list the contents such as prohibits recruitment of child labor, juveniles who are under the age of 16 years old shall not be used for engaging to work, the protection measures for young worker between 16 to 18 years old, the position protection, working hours protection, wages protection, and health examination.
In addition, in order to standardize the registration and health examination of young workers, the Reference Text also provides a demonstration table of the "Registration Form of Young Workers" and the "Health Examination Form of Young Workers" for employers’ reference.
