On 23 January 2024, the European Chemicals Agency (ECHA) has announced the SVHC Candidate List for authorisation as of January 2024, adding 5 new substances to the list, and updating the intrinsic properties of the substance Dibutyl phthalate (DBP) (CAS No. 84-74-2). The SVHC list now contains 240 entries of substances.
One of the newly added substances is toxic for reproduction, three are very persistent and very bioaccumulative (vPvB) and one is toxic for reproduction and persistent, bioaccumulative and toxic (PBT). They are found in products such as inks and toners, adhesives and sealants and washing and cleaning products.
For the substance Dibutyl phthalate (DBP), endocrine disrupting properties for the environment are added to its intrinsic properties.

Dibutyl phthalate (DBP) (CAS No. 84-74-2) has been included in the SVHC Candidate List on 28 October 2008. Its current intrinsic properties are toxic for reproduction (Article 57(c)), and endocrine disrupting properties (Article 57(f) - human health).
If SVHC substances are present in an article placed on the EU/EEA market in a concentration above 0.1 % w/w, the EU/EEA supplier of that article needs to submit a SCIP notification to ECHA under the EU Waste Framework Directive (WFD, Directive 2008/98/EC).
