1. < Administrative Measures on Work-study Program for Students in Colleges and Universities (2018 Amendment) > (2018-08-20)

The Administrative Measures on Work-study Program for Students in Colleges and Universities (2018 Amendment) (hereinafter referred to as Measures) has been jointly gazetted by the Ministry of Education and the Ministry of Finance on 20th August 2018, and has come into force on the same day. The Administrative Measures on Work-study Program for Colleges and Universities (Jiao Cai [2007] No. 7) was abolished simultaneously.

Main contents of the Measures related to enterprises are as follows:

• The amendment of the Measures is to improve the student financial aid system and to protect the legitimate rights and interests of students in the work-study program.
• The Measures provides that students shall not be organized to participate in toxic, harmful or dangerous production operations, or tasks that exceed the limit of physical endurance of the students or works detrimental to their physical or mental health.
• The Measures provides that the standard of remuneration for works of the off-campus work-study program shall not be lower than the minimum wage standard set by the local government or relevant departments ｗｈｅｒｅ the school is located. The standard shall be determined through consultation by the employer, with the school and the students, and shall be stipulated in the employment agreement. The remuneration for works shall be paid by the off-campus employer according to the agreement.

1. < Technical Standard of Building Smoke Prevention and Exhaust System > GB51251-2017 (2018-08-01)

The Technical Standard of Building Smoke Prevention and Exhaust System GB51251-2017 (hereinafter referred to as Standard) was gazetted by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China on 20th November 2017 and it has come into force on 1st August 2018. The main contents of the Standard are as follows:

• Enclosed staircase and smoke-proof staircase which adopted with natural ventilation shall be set up with openable exterior window or opening with an areas of no less than 1.0 m2 at the highest position; if the building is higher than 10 m, it shall be set up with openable exterior window or opening with a total area of no less than 2 m2 on the outer wall of the staircase in every five layers, and the interval between the windows or openings is not more than three layers.
• If the mechanical smoke exhaust system of the building is arranged horizontally, the mechanical smoke exhaust system shall be set up independently in each fire compartment.
• Except for the walkway of above-ground building or room with gloss floor area less than 500 m2, air supplementary system shall be set up in the place with smoke exhaust system.
• The project acceptance check shall be carried out after the system is completed, and the system shall not be put into use if the acceptance check is failed.

1. < Technical Specification for Application and Issuance of Pollutant Permit - Boiler > HJ953-2018 (2018-07-31)

The Technical Specification for Application and Issuance of Pollutant Permit - Boiler (hereinafter referred to as Specification) has been gazetted by the Ministry of Ecology and Environment on 31st July 2018 and came into force on the same day. Technical requirements on management of pollutant discharging permit are defined. The main contents are as follows:

• The Specification applies to the guidance for the pollutant discharging entities of boiler which follow the air pollutant emission standard GB13271-2014 to fill in the Application Form of Pollutants Discharging Permit and to declare relevant application information on the internet, as well as to the guidance for the Environmental Protection Department to examine and decide on the requirements of permission for the Pollutant Discharging Permit of the pollutant discharging entity of boiler. Boilers which follow the air pollutant emission standard GB13223-2011 shall follow The Technical Specification for Application and Issuance of Pollutant Permit - thermal power plant (instead of this Specification).
• The Specification provides pollutant discharging entity of boiler with the requirements on declaration of general information, determination of permissible emission limits, and the general method on the calculation of actual emission and judgment of compliance, and the environmental management requirements on self-monitoring, ledger and the ｅｘｅｃutive report on pollutant discharging permit, and feasible technical requirements on pollution prevention and control.
