In order to facilitate enterprise to bail out, four departments including the Ministry of Human Resources has jointly gazetted the Notice on Expanding the Implementation Scope of the Temporary Deferred Payment of Social Insurance Premiums to expand the implementation policies scope and extend the payment period.
This expansion of the scope of deferred payment is mainly reflected in below two aspects:
First, all small, medium-sized and individual industrial and commercial households participating in the insurance in the form of units located in areas seriously affected by the epidemic and have temporary difficulties in production and operation, can apply for a phased deferred payment of the three social Insurance premiums unit contributions of enterprise endowment, unemployment and work-related injury. The Deferred Payment period will be implemented until the end of 2022.
Second, on the basis of the implementation of temporary deferred in payment of social insurance premiums policies for 5 extreme hardship industries, further expand policy scope to cover other extreme hardship industries if they are seriously affected by the epidemic and have temporary difficulties in production and operation in the industry has emerged widespread enterprises with difficulties in production and operation and are in line with national industrial policy orientation, the deferred payment of endowment insurance premiums will be implemented until the end of 2022, and the deferred payment period of work-related injury and unemployment insurance premiums will not exceed one year, the period for deferred the payment of endowment insurance premiums for the five extreme hardship industries that were originally specified will be extended to the end of 2022 accordingly.

The Anti-Monopoly Law of the People's Republic of China ( hereinafter referred to as the Anti-Monopoly Law ) has been amended and adopted on 24th June 2022 and will come into force on 1st August 2022. This is the first amendment since it came into effect in 2008, responding to the problems exposed in its implementation and expressing major concerns over the new situations, contradictions and changes that have emerged in the operation of the market economy.
Four (4) key highlights of the amendment:
- Clarify the basic status of competitive policy and the legal status of fair competition review system.
- Further improve anti-monopoly related systems and rules.
- Further strengthen the guarantee of anti-monopoly law enforcement.

1. < Guideline for Safety Risk Prevention and Control of Hazardous Chemical Production and Construction Projects (Trial) > (2022-06-22)
The Guidelines for Safety Risk Prevention and Control of Hazardous Chemical Production and Construction Projects (Trial) (hereinafter referred to as the Guidelines) was published by the emergency management department on 22nd June 2022 and will come into force as of the date of publication. The relevant contents of the Guidelines are as follows:
- In the safety condition review phase of the Guidelines, the main risks in the safety condition review stage of new, reconstructed and expanded hazardous chemical production and construction projects were determined; 11 key points of review were defined, and 8 aspects of safety risk prevention and control were specified.
- In the safety facility design review phase of the Guidelines, the main risks of the safety facility design review stage, such as the selection of design units, the inadequate implementation of preliminary safety review comments, the disconnection between safety facility design and detailed engineering design, major defects in design quality, and the lack of design change control were determined; 20 key review points have been defined, and 13 key safety risk prevention and control design points were specified.
- In the pilot production phase of the Guidelines, the main risks of pilot production stage such as personnel, management, operation, material preparation and emergency response were determined; 9 key points of review are defined, and the trial production requirements in 9 aspects were specified.
- In the completion acceptance of safety facilities in the Guidelines, the safety risks in the completion acceptance of safety facilities such as project compliance and problems found in the process of completion acceptance were determined; 8 key points of review are defined, and the completion acceptance requirements in 3 aspects were specified.

1. < Implementation Plan of Synergizing the Reduction of Pollution and Carbon Emissions > (2022-06-13)
The Implementation Plan of Synergizing the Reduction of Pollution and Carbon Emissions (hereinafter referred to as the Plan) has been gazetted jointly by seven departments including the Ministry of Ecology and Environment on 13th June 2022. Main objectives, key tasks and policy initiatives of synergizing the reduction of pollution and carbon emissions in the 14th Five-Year Plan period and even up to 2030 were proposed clearly, specific mission statement and construction drawings for reduction of pollution and carbon Emissions were established.
The Plan proposes phased target goals for the year 2025 and 2030:
- By 2025, the work pattern of reducing pollution and carbon emissions and promoting synergy will be basically shaped, the structural optimization and adjustment and green low-carbon development in key regions and key areas will make significant achievements, a number of typical experiences that can be replicated and popularized will be formed and the synergy of reducing pollution and carbon emissions will be effectively improved;
- By 2030, the synergistic capacity to reduce pollution and carbon emissions will be significantly enhanced, remarkable results will be achieved in synergistically promoting carbon peaking and air quality improvement in key areas of air pollution prevention and control, improvements will be gained on the synergistic management of water, soil, solid waste and other pollution prevention areas.
The Plan proposes key tasks and measures from the aspects of source prevention and control coordination, key areas coordination, environmental governance coordination and management mode coordination.
- Strengthen the synergy of prevention and control from the source. Strengthen the control of ecological and environmental zones to build a policy system for reducing pollution and carbon emissions based on classification guidance and enhance the guiding role of the ecological and environmental improvement targets on energy and industrial layout. Strengthen access management of ecological environment, and resolutely curb the blind development of “high energy consumption and high emission” projects. Promote the green and low-carbon transformation of energy, implement alternative actions of renewable energy, and continuously increase the proportion of non-fossil energy consumption. Advocate a simple and moderate, green and low-carbon lifestyle.
- Highlight synergies in key areas. Promote the synergy of the reduction of pollution and carbon emission in the fields of industry, transportation, urban and rural construction, agriculture and ecological construction and other key areas. Accelerate the green development of the whole process in the industrial field. Build a low-carbon transportation system. Improve the quality of green and low-carbon development in urban and rural construction. Achieve ecological improvement, environmental expansion and carbon sink enhancement.
- Strengthen the coordination of environmental governance. Reinforce the coordination of environmental pollution control and carbon emission reduction, and promote the reform and innovation of environmental governance methods. Enhance the synergistic emission reduction of conventional pollutants and greenhouse gases and promote the in-depth treatment of air pollution as well as energy-saving and carbon-reducing actions. Promote the resource utilization of sewage and improve the centralized or decentralized management and reuse of rural sewage in accordance with local conditions. Encourage green and low-carbon soil restoration, strengthen resource recycling and comprehensive utilization, and enhance the “waste-free city” construction.
- Innovative synergy management model. Carry out collaborative innovation in pollution reduction and carbon reduction in key regions, cities, parks and enterprises. At the regional level, strengthen structural adjustment, technological innovation and institutional mechanism innovation. At the city level, exploring different types of cities to promote mechanisms for reducing pollution and carbon emissions. At the industrial parks level, improve the energy conservation and efficient utilization and the comprehensive use of waste in industrial parks. At the enterprise level, support the establishment of “double near-zero” emission benchmarking enterprises.
