USA CPSC Approved Safety Standard for Infant Sleep Products (16 CFR 1236)

On June 25,2021. The U.S. Consumer Product Safety Commission (CPSC) has published final rule to approve Safety Standard for Infant Sleep Products (16 CFR 1236). It shall enter into force on 23 June 2022. Below is the highlight contents.

Subject: USA - CPSC Approved Safety Standard for Infant Sleep Products (16 CFR 1236)

The U.S. Consumer Product Safety Commission (CPSC) has published final rule to approve Safety Standard for Infant Sleep Products (16 CFR 1236). It shall enter into force on 23 June 2022. The following are the highlight:

Scope
Infant sleep products, including inclined and flat sleep surfaces, that applies to all products marketed or intended to provide a sleeping accommodation for an infant up to 5 months of age, and that are not already subject to any of the following standards:

  • 16 CFR part 1218 Safety Standard for Bassinets and Cradles
  • 16 CFR part 1219 Safety Standard for Full-Size Baby Cribs
  • 16 CFR part 1220 Safety Standard for Non-Full-Size Baby Cribs
  • 16 CFR part 1221 Safety Standard for Play Yards
  • 16 CFR part 1222 Safety Standard for Bedside Sleepers.

Requirements
Each infant sleep product shall comply with all applicable provisions of ASTM F3118-17a, with following modifications:

1. The following sections shall be excluded:

  • Sections 5, General Requirements;
  • Sections 6.1 to 6.8 and 6.9.2 of Performance Requirements;
  • Sections 6.10 through 7.10 of Performance Requirements and Test Methods;
  • Section 7.11.1.3 Hinged Weight Gage – Newborn of Maximum Incline;
  • Section 7.12 through 9 of Performance Requirements, Marking and Labelling and Instructional Literature.

2. The term “infant inclined sleep products” shall be replaced by “infant sleeping products”.
3. Sections 6.9, 7.11.2.1 and 7.11.2.2 shall be modified

  • Section 6.9 shall be replaced by the following:
    “6.9 Maximum Seat Back Angle:
    6.9.1 Infant Sleep Product -The angle of the seat back/sleep surface intended for sleep along the occupant’s head to toe axis relative to the horizontal shall not exceed 10° when tested in accordance with 7.11.2.
    6.9.3 Infant Sleep Products—shall meet, 16 CFR part 1218, Safety Standard for Bassinets and Cradles, including conforming to the definition of a ‘‘bassinet/cradle.’’
  • Section 7.11.2.1 and 7.11.2.2 shall be replaced by the following:
    “7.11.2.1 If applicable, place the product in the manufacturer’s recommended highest seat back/sleep surface angle position intended for sleep.
    7.11.2.2 Place the hinged weight gage–infant in the product and position the gage with the hinge centered over the seat bight line and the upper plate of the gage on the seat back/sleep surface. Place a digital protractor on the upper torso/head area lengthwise.”

Subject: USA - CPSC published amendments to the proposed Safety Standard for Infant Sleep Products (16 CFR 1236)

The U.S. Consumer Product Safety Commission has amended the proposed Safety Standard for Inclined Sleep Products (16 CFR 1236). This amendment aimed to adopt ASTM F3118-17a with modifications which make the mandatory requirements more stringent. The followings are the highlight:

Scope
All Infant sleep products including frame-type, hammock, compact, and accessory which shall not be covered by the following standards:

  • 16 CFR part 1218 Safety Standard for Bassinets and Cradles;
  • 16 CFR part 1219 Safety Standard for Full-Size Baby Cribs;
  • 16 CFR part 1220 Safety Standard for Non-Full-Size Baby Cribs;
  • 16 CFR part 1221 Safety Standard for Play Yards; and
  • 16 CFR part 1222 Safety Standard for Bedside Sleepers.

Requirements
Each infant sleep product shall comply with all applicable provisions of ASTM F3118-17a, except the following sections:

  • Sections 5, General Requirements;
  • Sections 6.1 to 6.8 of Performance Requirements;
  • Sections 6.10 through 7.10 of Performance Requirements and Test Methods;
  • Section 7.12 through 9 of Performance Requirements, Marking and Labelling and Instructional Literature.

Besides, the term “infant inclined sleep products” shall be replaced by “infant sleeping products”.

Section 6.9 Maximum Seat Back Angle shall be replaced by the following:
“6.9 Maximum Seat Back Angle.
6.9.1 Accessory, Compact, and Infant Sleep Product—The angle of the seat back surface intended for sleep along the occupant’s head to toe axis relative to the horizontal shall not exceed 10° when tested in accordance with 7.11.2.
6.9.2 Accessory, Compact, and Newborn Sleep Product—The angle of the seat back surface intended for sleep along the occupant’s head to toe axis relative to the horizontal shall not exceed 10° when tested in accordance with 7.11.3.
6.9.3 Accessory, Compact, Infant Sleep Products, and Newborn Sleep Products—shall meet requirements of 16 CFR part 1218 Safety Standard for Bassinets and Cradles.”

In section 7.11.2.1, the statement “If applicable, place the product in the manufacturer’s recommended highest incline angle position.” shall be replaced by “If applicable, place the product in the manufacturer’s recommended highest seat back angle position intended for sleep.”

Note:

  • ASTM F3118-17a Standard Consumer Safety Specification for Infant Inclined Sleep Products
  • Infant sleep product: a freestanding product, intended to provide a sleeping accommodation for an infant up to approximately 5 months of age, that is generally supported by a stationary or rocker base.

Subject: USA - CPSC proposed Safety Standard for Infant Inclined Sleep Products (16 CFR 1236)
The U.S. Consumer Product Safety Commission (CPSC) has proposed the Safety Standard for Infant Inclined Sleep Products (16 CFR 1236). The Commission proposed that the standard shall be effective 12 months after publication of the final rule in the Federal Register. The followings are the highlight of the proposed standard:

Scope:
Infant inclined sleep products, including newborn inclined sleep products, compact inclined sleep products, and accessory inclined sleep products.

Requirements:
Each infant inclined sleep product shall comply with all applicable provisions of ASTM F3118 - 17, Standard Consumer Safety Specification for Infant Inclined Sleep Products.

Amendment of the definition:
In the proposed standard, the word “rigid frame” is removed from the definition of accessory inclined sleep product (Clause 3.1.1) of ASTM F3118 - 17.
